$1 Billion Milestone: ULA Developments Popping Up Around Downtown Signal a New Era of Hope for the Unhoused

The United to House LA (ULA) coalition, alongside Los Angeles City Council leaders, will gather for a historic press conference on the South Lawn of Los Angeles City Hall on Tuesday, January 13, 2026, to announce that the initiative has officially raised over $1 billion. This milestone follows the 2022 voter-approved measure, which established a one-time real estate transfer tax on property sales exceeding $5.3 million. As of November 2025, the total revenue collected has reached $1,032,880,148.93, making it the largest local housing and homelessness-prevention initiative in the United States. Approved by voters to address the housing and homelessness crises across the City of Los Angeles, ULA has already delivered measurable impact citywide through community-driven solutions.

The impact of these funds is distributed across construction, tenant protection, and job creation. Since its inception, ULA has advanced 795 affordable homes, with thousands more expected following a recent $387 million funding round. Currently, 187 units are open at Santa Monica & Vermont, while 177 units are preparing to open at the Enlightenment Plaza buildings in East Hollywood. Ground has already been broken at Peak Plaza for 104 units and Grace Villas for 48 units. Future developments including Alveare Family, The Main, and Chavez Gardens are also underway. Alveare Family is the most central to DTLA. Located at 1405 S. Broadway, it sits in the Social District neighborhood of Downtown. Once all three phases are complete, it is projected to be the largest affordable housing community in DTLA.

The Main is also directly in the DTLA area. Located at 1100 S. Main Street, it is situated in the Fashion District. This project is a mixed-use development that integrates affordable units into the heart of the downtown core.

Chavez Gardens (Cesar Chavez Gardens) is located at 555 W. Cesar E. Chavez Avenue. While technically in the Chinatown area, it is on the immediate northern border of the DTLA Civic Center and is within walking distance of Union Station and Grand Park.

Peak Plaza is located at 306-338 E. Washington Boulevard in the Historic South-Central neighborhood. While not in the central DTLA zip codes, it is situated just south of the 10 freeway, placing it on the very edge of the downtown periphery and close to the A Line (Blue Line) transit stops.

Helping Renters Stay Home

Beyond development, the initiative has helped nearly 11,000 renters remain in their homes through emergency rental assistance, eviction defense, and various tenant-protection programs. Additionally, ULA has accelerated the creation of 10,000 local construction jobs, allowing residents to build affordable housing within their own communities. The United to House LA coalition includes over 240 organizations ranging from labor movements and affordable housing developers to social justice groups. These members continue to advocate for the implementation of progressive housing solutions and economic stability for Los Angeles residents.

The press conference will take place Tuesday, January 13, 2026, at 9:00 AM at Los Angeles City Hall, South Lawn, located at 200 N. Spring Street, Los Angeles, CA 90012. Councilmember Eunisses Hernandez of Council District 1 will be joined by Joe Donlin, Director of the United to House LA coalition, and other coalition members to mark the first $1 billion for ULA-funded programs. The gathering will feature visual displays including maps of ULA-funded projects and posters highlighting the program’s citywide impact.
